Modernization of cadastral systems - Integration with land registries
The Canada Lands Survey System supports over 23 property rights regimes in Canada such as the Indian Land Registry, mining rights, oil and gas rights, First Nations settlement Lands, offshore rights, titled lands in the territories, etc. A study conducted in 2003 showed that the extent of all recorded interests on lands can only be adequately reflected when the data from the registries is fully integrated and reconciled with the boundary (extent) information.
The Integrated Cadastral Management (ICM) project was initiated in 2004 to review, develop and recommend improvements to the cadastral business processes, data models and GIS tools for a national delivery model for integrated cadastral management. The objective of ICM is to provide a flexible data model that allows the spatial representation of all rights on Canada Lands regardless of the property rights regime. To that end, it is essential that the model remains flexible enough to allow easy addition of new types of rights and that the combined rights from all property rights regimes do not impose unnecessary complexity on any given property rights regime.
The survey and registry systems together form the cadastral management component and must be tightly integrated to ensure the effective collection, management and dissemination of information about rights and interests on land for a specific jurisdiction. The illustrated cadastral data model (Lemmen, 2003; Kaufman, 2004) represents the legal relationship between people and land. Within this model, the Registry System focuses on who possess which right or interests on land. The Survey System is primarily concerned with modelling the geometric representation of the extent of rights and interests on land. The extent of the rights and interests is represented by the parcel and constitutes the linking element between the two systems. To facilitate the integration, the parcel is uniquely identified with a parcel identification number (PIN).
