Working towards the ISO/WD19152 – Land Administration Domain Model

The International Organization for Standardization (ISO) / Technical Committee 211 (TC211), Working Group 7 (WG7 – Information Communities) as initiated work on the development of a normative standard for land administration.  The standard project is referred to as ISO/WD19152 and the project leader is Christiaan Lemmen of The Netherlands.

The Surveyor General Branch is actively involved with the Canadian expert group and the Standard Council of Canada in the development of this standard.  The Canadian Expert Group is currently composed of Nathalie Massé (Ministère du développement durable, de l’environnement et des parcs, Gouvernement du Québec), Christian Lord (ministère des Ressources naturelles et de la Faune, Gouvernement du Québec), Dr Marc Gervais (Laval University) and Paul Egesborg (Surveyor General Branch, Natural Resources Canada).

“This international standard defines a Land Administration Domain Model (LADM) covering all information-related components of land administration.  The standard provides a conceptual schema with five basic packages related to ‘parties’, ‘immovable objects’, ‘rights/responsibilities/restrictions’, ‘surveying’, and ‘geometry/topology’.  The LADM is a terminology for land administration based on various national and international systems, and is as simple as possible in order to be useful in practice.  This helps in combining and understanding land administration information from different sources in a coherent way.  The terminology allows a shared description of different practices and procedures in various jurisdictions, but is not meant to have any legal implications and interference with (national) land administration laws.  It is organized into packages to support its objectives.”
