Definitions

An “Existing Producer” is defined as a business organization that has full ownership of the equipment and/or structure housing the equipment necessary for the production of “renewable alternative(s) to gasoline and/or diesel”, in Canada; that carries on or executes the entire “end-to-end production process” of the “renewable alternative(s) to gasoline and/or diesel” solely in Canada; that will be producing by March 31, 2010, “renewable alternative(s) to gasoline and/or diesel”; that is not subject to a controlling interest by a federal, provincial or municipal government and that meets all other criteria set out by the ecoENERGY for Biofuels Program.

A “New Producer” is defined as a business organization that has or will have full ownership of the equipment and/or structure housing the equipment necessary for the production of “renewable alternative(s) to gasoline and/or diesel” in Canada; that carries on or executes the entire “end-to-end production process” of the “renewable alternative(s) to gasoline or diesel” solely in Canada; that, although not producing by March 31, 2010, “renewable alternative(s) to gasoline and/or diesel”, is able to demonstrate an “advanced state of readiness” by March 31, 2010; that is not subject to a controlling interest by a federal, provincial or municipal government and that meets all other criteria set out by the ecoENERGY for Biofuels Program.

Renewable Alternatives to Gasoline” means a fuel accepted under the Program, made from renewable feedstock, meeting the most current national or international standards for quality specification, and that can be blended with gasoline (at least 5% blend) or used in its pure form in gasoline applications as generally accepted industry-wide.

Renewable Alternatives to Diesel” means a fuel accepted under the Program, made from renewable feedstock, meeting the most current national or international standards for quality specification, and that can be blended with middle distillates (at least 2% blend) or used in its pure form in middle-distillate applications as generally accepted industry-wide.

End-to-end Production Process” means a biofuel production process that covers all the stages commencing from the initiation of the conversion of raw feedstock (fat, oil, crop, or waste residue) from its basic form up to the point where a “renewable alternative to gasoline” or a “renewable alternative to diesel” is produced.

Advanced State of Readiness” is the minimum threshold as defined by the Program, that includes specific criteria in the categories of financial, project details, environmental, management and contractual arrangements, that projects that will not be producing renewable alternatives to gasoline or diesel by March 31, 2010 will need to demonstrate.

Eligible Sales” means the portion of total sales, in litres, of renewable alternatives to gasoline and/or diesel that is produced in Canada and accepted under the Program for an incentive and sold by the proponent during the reporting period.

Merit-Based Assessment Criteria” refers to the criteria defined by the Program that will be used to assess applications from “new producers”. They include, but are not limited to, elements of:

  • Financial status;
  • Technical advancement and feedstock usage;
  • Environmental performance and permitting;
  • Management expertise;
  • Economic impact;
  • Market; and
  • Long term advantages/prospects.
