Archived reports

Evaluation is the systematic collection and analysis of evidence on the outcomes of programs. This evidence contributes to decisions about program relevance, performance and alternative ways to deliver them or achieve the same results. Evaluation is a management tool that contributes to the improvement of policy, program or initiatives. In line with Section 42.1 of the Financial Administration Act, the Treasury Board Secretariat's Policy on Evaluation (2009) requires departments to evaluate the relevance and effectiveness of all ongoing grant and contribution programs every five years. In addition, the Policy requires evaluations for all direct program spending every five years, starting in April 2013.
