Amendments to the Explosives Regulations, 2013

Description of the objective

Enabling Act: Explosives Act

The amendments would introduce more detailed and flexible requirements related to port surveys for the loading and unloading of explosives from vessels. Separate but related amendments to the Cargo, Fumigation and Tackle Regulations will be pursued concurrently by Transport Canada.

Indication of business impacts

There are no expected business impacts.

Public consultation opportunities

In collaboration with Transport Canada, consultations with port authorities as well as importers/exporters of explosives have been held with associations representing them.

Pre-publication in the Canada Gazette, Part I is anticipated in December, 2017.

Enabling Act – Explosives Act

Minor amendments to the Explosives Regulations, 2013, to incorporate two recently revised standards (Explosives - Quantity Distances and Explosives - Magazines for Industrial Explosives) as well as to make changes to the regulations based on stakeholder comments received during the implementation of the Explosives Regulations, 2013.

Indication of business impacts:

Positive and minimal.  A very small amount of regulatory burden is being reduced in terms of minor issues like providing flexibility in labelling requirements for explosives.  

Public consultation opportunities:

Stakeholders were consulted during a Standards Council of Canada process that was used to develop the new Standards.
