Electronic Licence Management System

Online licencing services at your fingertips!

The Explosives Safety and Security Branch of Natural Resources Canada (NRCan) is pleased to announce a new online electronic Licence Management System (eLMS) for managing all your explosives licensing needs.

eLMS has been designed to provide individuals and organizations online access to their licensing information at any time, apply for/renew applications, make amendments, check the status of submissions and make online payments.

Thank you to our industry partners/clients who participated in our pilot project of introducing the new eLMS to our explosives industry and security partners. Your participation, comments and feedback has been an important step to enable ESSB to identify areas that require more focus and change to ensure that this new electronic service provides all of your business requirements in a fast, reliable and secure manner. As with the introduction of a new system, please bear with us as we continue to refine, improve and expand our system so that we can serve you better and meet all expectations that our industry partners/clients have come to expect.

The services currently available on the new eLMS are Authorization, Import, Export and In-transit Permits, as well as Security Screening (Approval Letters). For authorization, you can apply to get your products authorized, amend authorized products, pay fees online and search the Authorized Product list.  Import, Export and In-transit services include applying for, amending or renewing permits, payment of import permit fees online and submission of transaction reports. For security screening, you can apply for an approval letter, view it online and share it with your employer’s security officer.

All other explosives services will become available in a future release and will include manufacturing and storage licensing, firework operator certificates, restricted component enrolment and all reporting requirements.

Please check back with our website for updates on the future release.
