Precursor Chemical Awareness Initiative

Purpose: To engage and promote awareness and education on the illicit use of explosives through an integrated balance of regulatory and non-regulatory security outreach activities.

Target Audience: Throughout this awareness initiative, a number of consultations with law enforcement organizations and other government departments have taken place. The initiative will continue, targeting the industry segments that produce and distribute precursor chemicals, including:

  • Canadian Fertilizer Institute (CFI)
  • Canadian Consumer Specialty Products Association (CCSPA)
  • Canadian Pharmacists Association (CPA)
  • Retail Merchants’ Association (RMA)
  • Chemistry Industry Association of Canada (CIAC)
  • Retail Council Organization (RCO)

Intended Outcome: The objective is to develop more efficient, more effective and less burdensome programs, policies and procedures. Building upon past outreach successes, the Explosives Safety and Security Branch has currently turned its focus to promoting increased vigilance and protection of precursor chemicals which are commonly used in the production of homemade explosives (HMEs).

Time Frame: on-going – February 2011 – August 2011


National Advisory Council on Energy Efficiency

Purpose: To solicit expert advice on the Office of Energy Efficiency’s policies, programs and activities.

Target Audience: The Council is comprised of energy efficiency experts and leaders from utilities, government, industry, academia, non-government organizations.

Intended Outcome: Validation/refinement of program management and strategic direction.

Time Frame: September 22-23, 2011


Development of a cooperative research delivery strategy between the fourth Targeted Geoscience Initiative (TGI-4) and the Canada Mining Innovation Council (CMIC)

Purpose: To develop a cooperative research delivery strategy between the fourth Targeted Geoscience Initiative (TGI-4) and the Canada Mining Innovation Council (CMIC).

Target Audience: Stakeholders include representatives of exploration companies working in Canada and abroad in the Prospectors and Developers Association of Canada (PDAC).

Intended Outcome: Most effective utilization of university and government research capacity to improve mineral exploration effectiveness.

Time Frame: January 21, 2011 and every six months for the duration of the program.


Geo-Mapping for Energy and Minerals (GEM) Program Consultation with industry stakeholders through jurisdictional technical advisory committees

Purpose: To receive industry perspective and feedback on the activities and outcomes of the program.

Target Audience: Industry stakeholders with exploration and mining interests.

Intended Outcome: GEM program outputs help guide investment decisions in the North. 

Time Frame: December 2010 – 2013


Explosives Regulatory Modernization, Explosives Regulations 2011

Purpose: To inform, consult and collaborate with industry and other government departments on the proposed revision of the Explosives Regulations.

Target Audience: Throughout this timeframe, numerous consultations with industry, law enforcement organizations and other government departments have taken place. Consultations will continue with the following organizations:

  • Canadian Explosives Industry Association
  • Canadian Pyrotechnics Council
  • Canadian Shooting Sports Association
  • National Firearms Association

Revisions of the Explosives Regulations will also appear in Canada Gazette I with a pre-publication comment period initiating in October 2011

Intended Outcome: The Explosives Regulations, 2011 introduces new requirements that reflect industry practices and standards. This initiative will clarify regulatory intent through better structure and clearer, simpler language, use of regulatory concepts and reflect evolving technologies and business practices. Through increased awareness, stakeholder support for the changes to the regulations is sought.

Time Frame: Fall 2008 – Spring 2012


Next Generation ENERGY STAR for New Homes Technical Requirements

Purpose: Development of new requirements for the ENERGY STAR for New Homes Initiative by a committee of technical experts from across Canada.

Target Audience: ENERGY STAR for New Homes stakeholders across Canada (e.g. Service Organizations, builders, energy advisory, utilities, manufacturers/suppliers, provincial/territorial organizations).

Intended Outcome: Updated technical requirements for adoption across Canada.

Time Frame: December 2010 – December 2012

Amendments to the Energy Efficiency Regulations

Purpose: To provide a sense of stakeholder reaction to proposed minimum energy performance standards and labeling requirements. 

Target Audience: Manufacturers, distributors, retailers of energy using products, provincial/territorial governments, utilities, non-governmental organizations and the general public.

Intended Outcome: Communication and validation of the analysis upon which intended standards were proposed.

Time Frame: September 2010 – October 2011

R-2000 Standard Renewal

Purpose: Development of a new requirement for the R-2000 Standard by a committee of technical experts from across Canada

Target Audience: R-2000 standard stakeholders across Canada, builders, energy professionals, service organizations, utilities, manufacturers/suppliers, renewable representatives, consumer representatives and public
 
Intended Outcome: An updated R-2000 technical Standard ready for adoption across Canada.
 
Time Frame: December 2009 – October 2011

Purpose: Development of a new EnerGuide Rating System by a committee of experts from across Canada.

Target Audience: EnerGuide rating system stakeholders across Canada: provincial organizations, utilities, builders, energy professionals, manufacturers, consumer representatives, other general interest groups and public
 
Intended Outcome: A new EnerGuide Rating System.

Time Frame: March 2010 – December 2012
