sponsor or co-sponsor, design and analyze options for greenhouse
gas emissions reductions, and develop Options Papers in the context
of developing a national climate change strategy.

Provided a framework for the National Business Plan to help mitigate
the problem of climate change approved by Joint Ministers Meeting
later that year (October 2000).

Action Plan 2000 on Climate Change was announced in October 2000.
The measures announced in Action Plan 2000 will be implemented over
the period of SDS- Now and for the Future,
and will take Canada one third of the way to achieving its target
established in the Kyoto Protocol.

By 1998, launch Energy Technology Futures (ETF) consultation process
with multi-stakeholder groups.

Develops an understanding among Canadian stakeholders of the potential
range of long-term technological futures which could fundamentally
alter the relationship between economic growth and greenhouse gas
emissions.

The ETF project is an investigative and exploratory policy research
project. The project addresses the main public policy issue in the
climate change debate: ie., altering the fundamental relationship
between economic activity and Greenhouse Gas (GHG) emissions. For
SDS- Now and for the Future, the
ETF project will identify key technologies and undertake a series
of workshops with stakeholders, to develop a vision of Canada's
energy system to 2020.

By 1998, launch EnerGuide for Houses program, Commercial Buildings
Incentives program, and Energy Innovators Plus initiative.

Increases the efficiency of Canada's energy use and reduces greenhouse
gas emissions.

These programs are enabling Canadians to create more energy efficient
workplaces and homes. Over the period of SDS
- Now and for the Future, NRCan will expand Energy Innovators
Plus program to have 50 more pilot projects to demonstrate energy
savings from retrofits, by 2003.

By 1998, bring into force the fourth amendment to the Energy Efficiency
Act to expand the energy efficiency regulations to cover additional
equipment and increasing the energy efficiency requirements of equipment
under existing regulations.

Action Plan 2000 on Climate Change
will invest $500 million over five years on specific actions to
reduce greenhouse gas emissions, encouraging the implementation
of energy efficiency and GHG reduction measures.

By 1998, complete development of a carbon database for Canadian
soils, for integration in the Carbon Budget Model of Canadian Forests.

Improves the knowledge base between Canada's forests, changes in
climate and the global carbon cycle. Enables Canada to meet national
and international reporting requirements, and plans for broad-scale
adaption strategies, ensuring the forest sector's long-term environmental
and economic viability.
The results of the project came out in two bulletins. The initial
CD presentation was developed, but the final product cancelled as
it was deemed insufficient added value. The project provided critical
baseline geoscience knowledge and partnerships that have been instrumental
in building ESS climate change activities in the Prairies, including
development of the Prairie Adaptation Research Collaborative (PARC).

For SDS- Now and for the Future,
NRCan will undertake science to understand the potential impacts
of climate change and develop adaptation and mitigation strategies.
Among other science and technology activities to understand climate
change in SDS - Now and for the Future, NRCan will complete a study
on the impacts of climate change on biodiversity, and will develop
reports, databases and Web Sites to communicate the impacts of climate
change on various landscapes.

By 1999, complete and release Geological Survey of Canada reports
on the Palliser Triangle.
