environmental impacts: scientific support for climate change, international
forest health and policy issues, Canadian forest biodiversity issues
and criteria and indicators of sustainable forest management.

to existing technologies in oil sands and heavy oil, extraction
and processing, and upgrading.

New and improved technologies related to dry landscape tailings,
froth treatment, low energy extraction, field upgrading, coking,
catalysis and commercial demonstration of the CANMET hydrocracking
have all contributed to more sustainable heavy oil and oil sands
production in Canada.

NRCan committed to continue to work towards reduced environmental
impact of bitumen and processing, and of offshore heavy oil and
natural gas production, to ensure that energy contributes to socio-economic
growth while minimizing risks to the environment.

Offshore Development Fund for:
• The establishment of an evacuation training facility in
St. John's.
• A training project related to the production phase of offshore
oil and gas development in Newfoundland.

• Ongoing participation on the Newfoundland and Nova Scotia
Benefits Committees for the review of benefits activities and enhancement
of job creation and promotion of economic development.

Protects offshore and frontier environments. Assures qualified
Canadians the opportunity to take advantage of this emerging resource
area and that Canadian companies are provided with "full and
fair" opportunity to participate on a competitive basis in
supplying goods and services to offshore oil and gas projects.
- The training facility is operational. NRCan is working with industry
to identify needed skills to develop a training program.
- An employment equity training program operational.
- Participation in the Newfoundland and Nova Scotia Benefits Committees
is ongoing.

NRCan will continue to ensure that natural resources development
contributes to socioeconomic growth including programs to build
capacity in local communities while minimizing risks to the environment.

• Publish in the Canada Gazette Part I, the revised Offshore
Safety Regulations.
• Publish in the Canada Gazette Part II, Omnibus Amendments
to regulations in response to comments received from the Standing
Joint Committee for the Scrutiny of Regulations.
• Draft regulations for: combined Drilling, Production and
Conservation; update Diving; Offshore Installation Manager; Offshore
Pipeline; Certificate of Fitness; and consequential amendments to
related regulations.
