Qualified Bidders List of Energy Services Companies

NRCan’s Federal Buildings Initiative, as part of NRCan’s Greening Government Services program, established the Qualified Bidders List (QBL) of Energy Service Companies (ESCOs) in accordance with the Contracting Policy, Appendix O – Federal Buildings Initiative – Energy Management. NRCan maintains the QBL through setting Qualification Requirements, reviewing submissions from applicants, and ensuring qualified ESCOs have met the minimum requirements to complete Energy Performance Contracts (EPCs) with federal organizations. The QBL is the initial component of the federal government’s evaluation process for EPC procurements. Further in-depth evaluation is conducted in response to an ESCO’s bid to a specific EPC project.

Applying for NRCan’s Qualified Bidders List of Energy Service Companies

Request for Qualification (RFQ) submissions for the QBL are accepted at any time throughout the year. Each RFQ will be evaluated by NRCan’s qualification review committee to ensure all mandatory requirements are achieved. ESCOs meeting the Qualification Requirements are provided with a qualification period of three years. Annual reporting, as outlined in the Qualification Requirements, is mandatory to retain qualification status during this period. Submission of a new RFQ is required to maintain qualification status after the end of the three-year Qualification Period.

Qualified Bidders List - Details

The ESCOs represented on the QBL have been qualified through a stringent review process to ensure a minimum standard of technical expertise and financial capability to deliver EPCs to federal organizations. Qualification has been separated into two tiers:

Tier 1 Energy Service Companies

ESCOs under Tier 1 have been qualified to bid on Energy Performance Contracts up to the maximum contract limits set within the Contracting Policy, Appendix O – Federal Buildings Initiative – Energy Management.

Tier 2 Qualified Energy Service Companies

ESCOs under Tier 2 have been qualified to bid on Energy Performance Contracts according to the limitations set within NRCan’s Qualification Requirements, including the limitation to bid on contracts up to a maximum of $5 million.

There are currently no ESCOs qualified under Tier 2.
