Recommended methodology

To reach the greenhouse gas (GHG) emissions reduction target in the most cost effective manner, we propose the following five-step methodology. It has been successfully tested in NRCan’s own facilities, with 2017 results showing a 38% reduction in GHGs since 2005.

Step 1 – Establish a governance structure: Establish the proper governance structure within the Department, from upper management to the operational level. Clear engagement and accountability with defined roles and responsibilities of individuals are critical for successful program delivery. Ensure integration of energy management into the organizational structure, and a clear delegation of responsibility for energy consumption and GHG emissions. Develop effective communication channels.

Step 2 – Build competency and awareness: Ensure that the employees responsible for energy and GHG management have the knowledge and skills required and have access to current management approaches and technical development. We provide required training in order to fully support energy efficiency and GHG reductions in a sustainable way.

Step 3 – Understand energy usage and evaluate potential: Assess energy consumption through energy accounting best practices, benchmark results against the industry standards, categorize building portfolios based on potential GHG impacts, and develop a strategy for moving forward based on this potential.

Step 4 – Plan and implement projects: Detail the strategy at the building level with a more precise evaluation of the required improvements based on potential GHG reduction. Select the best implementation approach. Consider leading edge technologies and renewable energy.

Step 5 – Implement an ongoing performance tracking process: Prevent the degradation of building performance over time (savings are not locked in) through the implementation of rigorous energy/GHG and buildings operation performance tracking.
