Fees and service standards

You must pay fees for many authorizations, permits, licences and certificates. The Explosives Regulatory Division (ERD) of Natural Resources Canada changes these fees each year. Changes are based on the Consumer Price Index for Canada, published by Statistics Canada.Footnote 1 Certain fees (called “low-materiality”Footnote 2) do not change each year.

2024 to 2025 fees

1. Authorization for an indefinite period $14.39 for each explosive
Minimum fee per application of $149.93 and maximum fee of $2998.57 per year, plus
(a) for an explosive manufactured in Canada, $4.80 per year for each explosive substance and each group of explosive articles with the same design and construction (regardless of differences in size or colour effects)
Minimum fee per manufacturer of 149.93 and maximum fee of $1499.28 per year
(b) for an explosive manufactured outside Canada, $17.99 per year for each explosive substance and each group of explosive articles with the same design and construction (regardless of differences in size or colour effects)
Minimum fee per manufacturer of $149.93 and maximum fee of $2998.57 per year
2. Authorization for a specified period, for use other than at a special event, tour or international competition $179.91
3. Authorization for a specified period for use at a special event, tour or international competition $599.71 for each pyrotechnic event or fireworks display, maximum fee of $2998.57 for events or displays that are part of the same special event, tour or international competition
4. Single-use import permit $191.91
5. Annual import permit $191.91 plus $23.99 for each 1000 kilograms net explosives quantity (NEQ, mass of explosives excluding packaging and container) imported, calculated
(a) for an initial application, the estimated maximum quantity to be imported during the year, and
(b) for any subsequent application, the quantity imported during the most recent year of importation

6. Initial division 1 factory licence to manufacture blasting or military explosives (a) $959.54 for each process unit,
(b) $959.54 for each mobile process unit,
(c) $20.39 for each 1000 kilograms NEQ storage limit increment of each magazine other than a detonator magazine, and
(d) $269.87 for each detonator magazine

7. Renewal of a division 1 factory licence to manufacture blasting or military explosives (a) $689.67 for each process unit,
(b) $689.67 for each mobile process unit,
(c) $20.39 for each 1000 kilograms NEQ storage limit increment of each magazine other than a detonator magazine, and
(d) $269.87 for each detonator magazine
Minimum fee of $3,598.28 and maximum fee of $35,982.82
8. Division 1 factory licence to manufacture any other explosives, and any other factory licence (a) $959.54 for each process unit, and
(b) $20.39 for each 1000 kilograms NEQ storage limit increment, for any quantity greater than 250 kilograms NEQ

9. Vendor magazine licence to store high explosives or initiation systems (a) $3.19 for each 1000 kilograms NEQ of storage limit increment of each magazine other than a detonator magazine, and
(b) $337.04 for each detonator magazine
10. Vendor magazine licence to store any other explosives (a) $143.00 for each retail establishment (low-materiality, so fees are not adjusted annually);
(b) $419.80 for each distribution establishment; and
(c) $839.89 for each distribution establishment that repackages explosives
11. User magazine licence to store high explosives or initiation systems, except high explosives and initiation systems stored by law enforcement agencies $167.92 per magazine, minimum fee of $335.84
12. User magazine zone licence to store high explosives or initiation systems $239.89 per magazine, minimum fee of $479.77
13. User magazine licence to store any other explosives, other than explosives stored by law enforcement agencies $71.40 (low-materiality, so fees are not adjusted annually)
14. Certificate to manufacture blasting explosives $239.89 per month, minimum fee of $959.54 and maximum fee of $1,919.08
15. Certificate to mechanically blend ammonium nitrate and fuel oil for immediate use at a blast site $959.54
16. Any other manufacturing certificate $76.50 (low-materiality, so fees are not adjusted annually)
17. Initial certificate $179.91
18. Modification to or change of certificate $102.00 (low-materiality, so fees are not adjusted annually)
19. Renewal of certificate $102.00 (low-materiality, so fees are not adjusted annually)

Service standards

ERD will process applications for new licences, permits and certificates and renewals within 30 business days of receiving the complete documentation and fee payment. This service standard applies to all ERD fees, except applications for authorizations, low-materiality fees, and initial factory licences (see table, above).

ERD will make decisions on applications for authorization within 40 business days of receiving the complete documentation.

ERD will process initial factory licence applications within 60 business days.

Fee remission in case of delay

ERD will remit a portion of each fee listed in the table above (except for the fees identified as low-materiality fees) when it has failed to meet the service standard due to circumstances within ERD’s control.Footnote 3 It will not remit amounts of $2 or less, and no interest will be included.

Fee remissions will be issued in June, after the fiscal year in which ERD failed to meet the service standard. The fee will be remitted in the same form as it was paid (refund to credit card or cheque).

The amount of the fee remitted is:

  • 15% of the fee paid for the first 15 business days beyond the expected service standard period
  • 25% of the fee paid for more than 16 business days beyond the expected service standard period

For example, if you paid a fee of $166.46, and your application was processed in 34 days instead of within the service standard of 30 days, then ERD will remit $24.97 ($166.46 times 15%) to you by June of the following fiscal year.

You must notify ERD of any changes to your contact and/or billing information to ensure timely service delivery and remission payment.

ERD will make all reasonable efforts to contact you to obtain any additional information needed to process the fee remission. However, if you have not notified ERD of changes to your contact information before the deadline for remitting the fee (e.g., when your credit card is expired) and ERD cannot contact you, ERD will not remit your fee.
