The implementation of the Kimberley Process Certification Scheme in Canada is achieved through its legislation. The Export and Import of Rough Diamonds Act contains Canada’s requirements for exporting and importing rough diamonds. Canada’s provisions exceed the minimum requirements established by the Kimberley Process. For example, Canada requires a seal number on containers of rough diamonds exported from Canada, under Section 9 of the Export and Import of Rough Diamonds Regulations.
Canada monitors rough diamonds exports by having the export declaration portion of Canadian Kimberley Process Certificates of outbound shipments returned to the Kimberley Process Office.
The implementation of export and import controls is conducted by the Canada Border Services Agency and is outlined in its "Memorandum D-19-6-4".
