Atlantic Offshore Occupational Health and Safety Regulations

Title or working title of the Regulatory Initiative:

Atlantic Offshore Occupational Health and Safety Regulations

Description of the objective:

Enabling Acts:

Canada-Newfoundland and Labrador Atlantic Accord Implementation Act
Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act

The proposed regulations support the occupational health and safety regime, including the safety of petroleum diving activities, under Part III.1 of the Acts. These regulations will replace “transitional” regulations that are currently in place and will expire on December 31, 2020 if not repealed before that date.

Indication of business impacts:

This initiative is expected to result in a net positive impact on Canadians and businesses by aligning, to the extent possible, with international requirements and minimizing the administration burden that exists under the transitional regulations.

Public consultation opportunities:

The OHS webpage contains links to the policy intent documents, as well as contact information, where interested parties can provide feedback.

Stakeholder consultations on draft policy intent were held between 2016-2018.

Draft regulations will be pre-published in Part I of the Canada Gazette for public comment. Final regulations will be published in Part II of the Canada Gazette prior to coming into force along with explanations of how public comments on draft versions of the regulations were addressed.
