Employer and Employee Representative on Canada-Newfoundland and Labrador Offshore Area Occupational Health and Safety Advisory Council
The Canada–Newfoundland and Labrador Atlantic Accord Implementation Act implements the agreement between the federal and provincial governments relating to offshore petroleum resources in the Canada-Newfoundland and Labrador Offshore Area.
Legislative amendments in 2014 established an occupational health and safety regime in the Canada-Newfoundland and Labrador Offshore Area that includes creating a council to advise federal and provincial ministers, and the Canada-Newfoundland and Labrador Offshore Petroleum Board on workplace health and safety.
The new Canada-Newfoundland and Labrador Offshore Area Occupational Health and Safety Advisory Council will consist of 13 members. The council seeks two employee representatives and two employer representatives for a term of two or four years. Interested candidates are invited to apply.
Other council members include representatives of the Government of Canada, the Government of Newfoundland and Labrador, and the Canada-Newfoundland and Labrador Offshore Petroleum Board.
As an Advisory Council member, you will fully participate in deliberations in order to contribute to Advisory Council work. Your participation will require you to draw from your personal and professional experience.
Advisory Council members are responsible for working collaboratively to prepare advice on the administration and enforcement of occupational health and safety provisions of the Canada–Newfoundland and Labrador Atlantic Accord Implementation Act.
Advisory Council members are required to comply with the Canada-Newfoundland and Labrador Offshore Area Occupational Health and Safety Advisory Council Terms of Reference.
Reasonable travel expenses and remuneration will be paid in accordance with the policy established by the Canada-Newfoundland and Labrador Offshore Petroleum Board. The Advisory Council meets at least semi-annually, and meetings may be via video/teleconference and/or face-to-face.
Prior to making an appointment, the Minister of Natural Resources and the Minister of Employment, Workforce Development and Labour will consult with non-management employees, or the unions representing them, as well as with industry associations, on the selected candidate. Applicants should indicate in their application package whether they are applying to represent employers or employees on the Advisory Council.
Members will be appointed based on their overall knowledge, breadth of experience and capability to contribute to the work of the Advisory Council. Preference will be given to applicants with previous involvement and experience in matters related to the Advisory Council’s functions; for example, experience with issues, policy, or legislation related to workplace health and safety in the offshore oil and gas sector.
Your application should also provide appropriate examples (from either your professional or personal life) that illustrate how you meet the following requirements and abilities:
- Extensive knowledge and practical experience of occupational health and safety issues;
- Ability to think strategically, beyond the interests or perspectives of your own organization, sub‐sector or geography;
- Ability to work in a team environment;
- Ability to identify issues and to constructively solve problems;
- Ability to use discretion and judgement while handling sensitive and confidential information;
- Ability to communicate effectively;
- Ability to exercise sound judgment;
- Ability to commit the required time and effort for the duration of the appointment period (e.g. two- or four-years), and if necessary, travel; and,
- Peer/community recognition of high ethical standards and integrity.
