Administrative Burden Baseline: Update 2020
In its Red Tape Reduction Action Plan, the Government committed to build on the efforts of the Paperwork Burden Reduction Initiative by requiring departments, through the Administrative Burden Baseline, to provide a count of the requirements in federal regulations that impose an administrative burden on business.
All federal regulations administered by Natural Resources Canada that impose an administrative burden on business are identified below. The total count of administrative burden requirements for 2020 is 4390. The total June 30, 2014 baseline count is 4507.
Between July 1, 2019 and June 30, 2020, the department’s total of administrative burden requirements increased by 27 (the total was 4363 in 2019).

NOTE: The regulations listed above include two regulations which were repealed in 2014 and replaced by two transitional regulations that have not yet been included as part of NRCan’s ABB count. The 2020 count also excludes four other transitional regulations related to offshore petroleum activities in Atlantic Canada. Once these transitional regulations are replaced by two permanent regulations in 2021 (or later), the updated ABB count for NRCan should be compared to the pre-2014 count, to consider the administrative burden that was previously administered by the regulator as conditions of authorization.
