Canada’s wood supply has remained relatively stable since 1990, at an average of 241 million cubic metres. The annual harvest volume reached a peak of 205 million cubic metres in 2004, then declined to a low of 115 million cubic metres in 2009, the smallest harvest since 1990. There has been some recovery in recent years.

To encourage the use of wood in construction, and raise awareness among green building architects of the opportunities of using wood in construction, NRCan contracted an expert in Life Cycle Assessment (LCA) and Leadership in Energy and Environmental Design (LEED) to analyze the details of LEED version 4 (v4) credits which reward the use of wood in construction. In cooperation with provincial and territorial representatives on the National Forest Sinks Committee, NRCan completed an assessment of the potential as well as the cost of strategies involving forest management and the use of harvested wood to reduce emissions for the purpose of climate change mitigation. Canada’s objectives related to forests were advanced in the international climate change negotiations under the United Nations Framework Convention on Climate Change (UNFCCC). In particular, the landmark Warsaw Framework for reducing emissions from deforestation and forest degradation in developing countries (REDD+) completely met Canada’s objectives for REDD+ while marking a major step forward in addressing deforestation and unsustainable forest practices in developing countries. As well, NRCan actively contributed to three meetings of the Informal Dialogue on the Land Sector, an international discussion focused on building consensus on the treatment of forests and other lands in a post-2020 international climate change regime. NRCan continued to enhance Canada's National Forest Carbon Monitoring, Accounting and Reporting System, to allow improved estimation of forest carbon and greenhouse gas (GHG) estimates for use in analysis and reporting. Using this system, NRCan produced updated forest-related estimates for inclusion in Canada’s 2014 GHG National Inventory Report as required by the UNFCCC.

Since 2012, the NEB has doubled the number of comprehensive audits and increased the number of pipeline inspections by 50 percent for regulated companies. In 2013, the NEB also introduced new Administrative Penalties Regulations. As a result, it can impose financial penalties on companies or individuals for non-compliance with the National Energy Board Act or its regulations intended to encourage safety and environmental protection.

In 2013-14, work on climate change and clean energy issues continued under the Clean Energy Policy Program. Under this program, progress towards GHG emissions reductions in the energy sector continued to feature prominently, including through work with federal and international partners. For example, NRCan continued to engage extensively with Environment Canada (EC) as it continues to develop regulations for the oil and gas sector as part of Canada’s sector-by-sector approach to regulating GHG emissions. This work has focused on providing technical and economic analysis to decision-makers relating to reducing GHG emissions from oil sands, other upstream oil and gas producers, and refineries. In addition to analysis related directly to GHGs and GHG regulations, NRCan has also closely followed EC’s development of air quality regulations, providing analysis and advice with respect to their potential impacts on natural resource sectors, as well as potential cumulative impacts and co-benefits with GHG regulations. Furthermore, NRCan updated 11 oil sands fact sheets and created 3 new pipeline fact sheets that will be made available to the public, and a presentation on Shale Gas Development in Canada was produced and posted on the NRCan website.

Significant work has continued on coordinating the department’s expertise with regard to GHG emissions reporting. This includes preparing, analyzing and vetting content for Canadian reports, such as EC’s annual Emissions Trends report, and Canada’s National Communications to the United Nations Framework Convention on Climate Change (UNFCCC). Also, this includes analysis of Canada's emissions as reported in various publications (e.g. International Energy Agency (IEA) “World Energy Outlook”), how these figures compare to those in other publications, and how they compare to the figures reported for other key countries.

NRCan provided analysis and advice on the development and potential of CCS technology in Canada and also supported senior management’s domestic engagements related to CCS.  As well, NRCan engaged with provinces through the Federal-Provincial CCS Network to share information and discuss issues of common interest.

NRCan represented Canada on energy technology issues at the UNFCCC negotiations, which led the Conference of the Parties to adopt decisions aligned with Canada's interests in Warsaw in November 2013. Canada also contributed to the development of the UNFCCC’s Climate Technology Centre and Network (CTCN) through its participation on the CTCN Advisory Board. The CTCN, which works to accelerate climate technology development and transfer in developing countries, officially opened in November 2013. More generally, NRCan led the work related to advancing Canada’s energy and clean technology priorities in line with NRCan’s and the Government of Canada's objectives, and supported the Chief Climate Change Negotiator in this regard.

Through partnerships with other departments, NRCan facilitated financial contributions to key international organizations. Working with the International Development Research Centre, funding was provided to the IEA’s Climate Technology Initiative – Private Financing Advisory Network (CTI-PFAN) to undertake pilot projects that will examine how to use public funds to leverage private sector financing for adaptation projects. NRCan also assisted with Canada’s fast-start finance contribution to the UNFCCC’s Climate Technology Centre and Network.

The Department also provided advice and analysis to support officials representing Canada in the U.S.-led Clean Energy Ministerial (CEM). In addition to participating in the annual Ministerial meeting that took place in April in India, NRCan showcased Canada as a leader in clean energy and energy efficiency, and worked collaboratively with other major economies to advance the development and deployment of clean energy technologies throughout the year.

NRCan supported and led Canada’s engagement in international CCS fora by collaborating on initiatives, sharing knowledge, and profiling Canada’s achievements and expertise. These fora include the Carbon Sequestration Leadership Forum (CSLF), the Carbon Capture, Use and Storage Action Group under the CEM, the Global CCS Institute (GCCSI), and the IEA. A key example isCanada’s successful engagement at the Fall 2013 CSLF Ministerial at which the NRCan Minister, accompanied by key Canadian industry leaders, showcased Canada’s global contribution to advancing CCS and enhanced relationships with key counterparts.

Clean Energy Dialogue:
Working groups in 2013-14 continued to develop and implement Action Plan II, launched in June 2012, which includes 30 joint initiatives in support of the priority areas. Drafting of a Third Report to Leaders was substantially completed during the year, with timing of release being coordinated with the U.S. DOE.

The CCS Working Group advanced collaborative research efforts on next generation CCS technologies initiated in 2012-13 between federal researchers in NRCan’s CanmetENERGY Ottawa laboratory and the U.S. National Energy Technology Laboratory, and also completed a project which studied CO2 injection into the Basal Cambrian Saline Formation.  These research projects build on research efforts already underway though NRCan’s Program of Energy and Research Development and ecoENERGY Innovation Initiative. In addition, a knowledge-sharing event to exchange experiences on the management of CCS projects involving underground CO2 injection, was held in Champagne, Illinois, in April 2013, attended by government (federal, provincial), industry, and academia from both Canada and the U.S.. Outside of bilateral technical collaboration, NRCan commissioned a report to review public perception and engagement for CCS in North America.

The Electricity Working Group completed a case study analysis examining a number of instances where hydroelectric generation has been used to balance intermittent renewable generation, with a particular focus on cross-border examples. The Working Group also launched an Offshore Renewable Energy Dialogue to bring together Canadian and U.S. policymakers who are developing regulatory approaches to govern electricity generation from renewables such as wind, wave and tidal energy. In addition, collaboration was initiated on electricity sector modelling with the U.S. National Renewable Energy Laboratory to conduct a scenario analysis of the integrated North American electricity grid in respect of various potential regulatory scenarios.

The Energy Efficiency Working Group collaborated with the U.S. on four projects in energy efficiency and alternative transportation fuels. The two nations worked together to strengthen ENERGY STAR® labelling for equipment and appliances, and NRCan launched the U.S. Environmental Protection Agency (EPA) ENERGY STAR® benchmarking tool adapted for Canadian content at the Energy and Mines Ministers' Conference in August 2013. NRCan and the U.S. Department of Energy are also developing bi-national codes and standards for the use of natural gas as a vehicle fuel through the Regulatory Coordinating Council. Finally, five companies completed the pilots for certification under the new ISO 50001 Standard for Energy Management Systems in industry and a best practice report was produced; a robust accreditation protocol for agencies has been developed that will certify organizations to the ISO 50001 Standard, thus ensuring the Standard’s integrity across the country.

In order to support fuel producers’ capacity to produce renewable alternatives to gasoline (ethanol) and diesel (biodiesel), the ecoENERGY for Biofuels program achieved a total built production capacity of 1.88 billion litres of ethanol and 575 million litres of biodiesel. Some ethanol capacity was lost as one ethanol plant went into receivership in 2012 and was subsequently sold to a new owner that has decided to discontinue the production of ethanol reducing the program’s total built capacity for ethanol to 1.82 billion litres. Also, one biodiesel plant was destroyed in a fire in October 2012 and will not be rebuilt reducing the total built production capacity for biodiesel to 555 million litres.

The ecoENERGY for Alternative Fuels program worked with the standards community to develop and update alternative transportation fuel codes and standards in order to address operational barriers to their deployment. The program not only supported 2 committees working on codes for compressed natural gas vehicles and infrastructure, which resulted in 3 codes being published in 2013/14, but also supported a third sub-committee working on a code for liquefied natural gas refueling and bi-national work on 2 standards for liquefied natural gas components.

In order to increase stakeholder knowledge of alternative fuel pathways, the ecoENERGY for Alternative Fuels Program held five workshops attended by 220 participants in February 2014. Participant feedback (based on exit workshop surveys) was very positive. The program is on-track to achieve the target of having 80% of survey respondents reporting increased knowledge of alternative fuel pathways by March, 31, 2016.

In order to promote the adoption of energy efficient products and practices contributing to the reduction of GHG emissions, the ecoENERGY Efficiency program achieved the following in 2013/14:

• Three provinces/territories adopted the 2011 National Energy Code for Buildings (Code 2011) or equivalent (British Columbia, Nova Scotia and Manitoba), helping the Canadian buildings sector to be more energy efficient. All provinces and two territories are adopting Code 2011. The remaining territory (North West Territories) already has standards in place that are equivalent to Code 2011.
• In order to enable Canadians to save money while increasing the comfort of their homes, over 50 provincial, territorial, municipal, utility and industrial programs and regulations use the home energy rating system and NRCan standards to measure the energy performance of homes across Canada.
• To contribute to the reduction of GHG emissions, Amendment 12B to the Energy Efficiency Regulations revised Canada's minimum energy performance standards for general service lighting (light bulbs), and is aligned with the United States, saving consumer’s money on their energy bills and reducing costs by providing one integrated Canada-U.S. market.
• It provided training to over 224,000 individuals on energy efficient products and practices who are now saving money on the road (by lowering their fuel bills), at home (by occupying efficient houses built by trained builders), and at work (by lowering their business/industry operating and production costs, and improving productivity and competitiveness).

NRCan is working with industry and academia to identify new materials and processes that enable vehicle weight reduction, which contributes directly to vehicle fuel efficiency. For example, work was completed in 2013-14 on aluminum process technologies for extrusion and spot welding, enabling the use of lightweight alloys for aluminum bumpers and body structures that are lighter than their steel counterparts and can be processed on conventional tooling within industry today.

NRCan is engaged in a range of projects with academia and industry to reduce GHG emissions associated with power generation. One approach to improve power generation efficiency is to increase the working temperature of the system. This provides the impetus for developing materials with high temperature capabilities, including mechanical properties and corrosion resistance at high temperatures. For example, NRCan's work in 2013-14 has resulted in new metallic coatings to protect steels from corrosion in high-temperature supercritical water.

To ensure reliable operation, public safety, and environmental protection, the design, construction, operation and maintenance of pipelines must include strategies for controlling material issues (such as corrosion and material defects). NRCan conducts R&D with partners in industry and academia to develop and validate new materials and technologies, to extend the life of oil and gas pipelines, increase pipeline capacity and efficiency, and ensure pipeline integrity and reliability.

Several initiatives were conducted to support the mitigation of environmental impacts of the mining extraction process. Projects were undertaken to facilitate access to deep ore deposits, to extend mine life, and to reduce the environmental footprint of mines. Examples include: 1) working with stakeholders to investigate the application of alternative energy vehicles in underground mines to reduce the burden on energy consuming ventilation networks (hydrogen fuel cells, electric vehicles); 2) enhancing the performance of underground mine ventilation systems and facilitating the adoption of energy management systems associated with ventilation control (R&D in automated ventilation control and Environmental Technology Verification (ETV) of Green Mining technology, i.e. Bestech NRG-1); and, 3) investigating alternatives to Portland cement as a binder for underground backfill applications to reduce the dependency on cement (GHG intensive process). Work with stakeholders, such as Vale Inc. is on-going to perform cost-benefit analysis of the implementation of alternative binders in Sudbury area mines.

Initiatives to reduce the environmental footprint from the mineral processing group were focused on the sustainable use of water in the mining industry. Innovative technologies such as membrane separation present effective and economical treatment alternatives that can easily meet and exceed environmental discharge criteria. This has been applied successfully for treatment, recovery and recycling of streams from oil sands operations. CanmetMINING has also been working on the Green Mines Green Energy (GMGE) initiative, an innovative mine tailings rehabilitation project that involves the diversion of organic residuals (including papermill and sewage biosolids) from disposal for use in tailings reclamation in order to establish bioenergy crops to produce biodiesel, ethanol and other fuels.

The research, development and deployment of clean energy science, technology and knowledge in Canada helps to provide long-term solutions to reducing greenhouse gases emissions from energy production, distribution and end-use.
The Program of Energy Research and Development (PERD) funds research and development designed to ensure a sustainable energy future for Canada in the best interest of both the economy and the environment. The program is specifically targeted to activities of federal departments and agencies. Research and development supported by PERD helps to advance key clean energy technologies.

The Clean Energy Fund is providing funds to advance Canadian leadership in clean energy technologies. The fund is investing specifically in large-scale carbon capture and storage demonstration projects and smaller-scale demonstration projects of renewable and alternative energy technologies.

NRCan’s ecoENERGY Innovation Initiative is funding a comprehensive suite of research and development (R&D) and demonstration projects. The program’s objective is to support energy technology innovation to produce and use energy in a more clean and efficient way. Examples of projects underway include:

• In renewable energy, the program has supported projects that research and demonstrate next generation technology, in areas such as marine, wind, biomass, geothermal, offshore as well as integrated energy systems. 
• Smart grid projects supported by the program address the effective management, storage and distribution of electricity, the use of smart grids in remote environments, and address barriers to the adoption of electric vehicles.
• Unconventional oil and gas projects focused on a range of pressing environmental concerns such as long-term management of tailings ponds, land and ecosystem reclamation, and groundwater contamination. Research projects supported work on resource potential, fuel quality, and alternate extraction technologies, while also studying the environmental impacts of the oil sands and shale gas fracking in Canada.

Natural Resources Canada (NRCan) hosted six roundtables to discuss ways to better align goals and foster stronger energy collaboration across Canada.  Each roundtable focussed on a specific energy technology area, namely: distributed power generation; next generation transportation; energy efficiency; long term research and development opportunities; and unconventional oil and gas and carbon capture and storage. The roundtables focussed on identifying barriers and solutions to accelerating energy innovation in Canada, and how best to align efforts and enhance collaboration to support energy innovation competitiveness both domestically and abroad.

In support of transparency and accountability, NRCan projected the contribution of forests to Canada’s 2020 GHG emission reduction target for publication in Canada’s first Biennial Report under the United Nations Framework Convention on Climate Change as well as in Canada’s domestic 2013 Emissions Trends Report. Working with provinces and territories, NRCan also completed an assessment of the potential and cost of strategies involving forest management and the use of harvested wood to contribute to mitigation emissions. NRCan helped develop the Carbon Fund of the Forest Carbon Partnership Facility (FCPF) framework, which is designed to pilot performance-based payments for emission reductions from large-scale REDD+ programs in developing countries. NRCan worked jointly with Department of Foreign Affairs, Trade and Development to provide oversight for the governance of the FCPF, which saw REDD+ readiness preparation grants allocated to 9 developing countries over the period and supported the development of a national-level REDD+ program in Costa Rica.

Under Canada’s National Forest Carbon Monitoring, Accounting and Reporting System, NRCan developed a new carbon budget model and updated information related to deforestation, enabled improvements to the estimation of forest carbon and estimates of greenhouse gas emissions for use in analysis and reporting. By working with stakeholders in the Oil Industry, NRCan provided advice on the development of practices and guidelines for successful reclamation of landscapes disturbed by oil sands production. NRCan maintains the National Forestry Database, which showed that the annual timber harvest has been within the wood supply limit, which reflects the recognition of sustainable forest management practices.

Key deliverables achieved in 2013-14 were disseminated in a comprehensive and timely manner, including the publication of a milestone synthesis book on Canada’s groundwater resources and the release of field characterization studies, maps and assessments for seven key aquifers, including those located near Nanaimo, B.C., Milk River, AB and Spiritwood, MB. Many of the program knowledge products were cited by provincial governments, including those released by the geological surveys of Ontario and Alberta, the Manitoba Conservation and Water Stewardship, the Québec Ministère du Développement durable, de l’Environnement, et de la Lutte contre les changements climatiques and the Nanaimo Regional District. Data and information from all aquifers studied by the program are available through the Groundwater Information Network portal.

NRCan continued to demonstrate leadership and to collaborate with provincial, territorial and international partners on the development of standards and tools for groundwater management, including the development of Water Availability Indicators. The program delivered scientific support and advice to the Alberta's provincial program on aquifer mapping, participated at World Water Week in Stockholm, led the 8th 3-D Geological Mapping workshop, supported the United Nations Educational, Scientific and Cultural Organization and will be hosting a national workshop on emerging groundwater issues in Fall 2014.

As part of the Boreal synthesis, NRCan reviewed of the overall vulnerability of the boreal forest to climate change and proposed forest management strategies to enable adaptation.

As part of the Canadian Council of Forest Ministers (CCFM) “Adapting sustainable forest management to climate change” series, NRCan led the development of an overview assessment of the potential opportunities and risks associated with the use of assisted tree migration to enable forests to adapt to climate change.

As part of the Canadian Council of Forest Ministers (CCFM), NRCan collaborated with provincial and territorial governments to further characterize risks, vulnerabilities and impacts associated with forest disturbances of national significance (wildfires, climate change, and pests) while identifying opportunities in terms of integrated management and adaptation approaches. To this end, a risk assessment of the threat of mountain pine beetle to Canada’s boreal and eastern pine forests was conducted by NRCan.

Research conducted by NRCan on mountain pine beetle has shown that many western boreal forest stands contain adequate advance regeneration and can be left to develop naturally without major impact on the viability of various ecological and economic values, including timber supply, carbon sequestration, and wildlife habitat. Annual population trends of mountain pine beetle were sampled and infested trees were detected during ground surveys for a research project in Alberta. Decision support tools were also produced to predict the efficacy of mountain pine beetle management in southeastern BC.

Rotstop C, a biological control tool developed by NRCan pathologists, is now registered for use to mitigate the impact of root rots in pine plantations.

NRCan is continuing to monitor essential climate variables and collaborate with local and territorial governments to advance Canada’s objectives on climate change. In 2013-14, NRCan program activities focused on the impacts of climate change for various northern land-based and coastal infrastructures, and the knowledge products from these efforts are already informing and guiding land use and management decision. For example, NRCan's ground displacement maps and other geophysics results were used in the planning and decision-making on the $300M improvement project for the Iqaluit airport led by the Government of Nunavut and the Department of Economic Development and Transportation. Also, the Government of the Northwest Territories - Department of Transport used NRCan's surficial geology mapping and associated permafrost data to identify alternative road route selection, while the Inuvialuit Land Administration incorporated NRCan geoscience data into a project on the Risk Analysis of Coastal Infrastructure.

In addition, the Adaptation Platform now has more than 200 members and 11 Working Groups. In 2013-14, 43 new products were delivered and $3.85M was approved for 36 new cost-shared projects that support the various Platform Working Group activities. These activities support the assessment of risks of a changing climate to the northern infrastructure with respect to natural resource development; the analysis of the costs and benefits of adaptation in mining operations; and the examination of the risks and opportunities of a changing climate in the oil and gas sector.  The Platform continues to strengthen collaboration with key stakeholders in the private sector, including the Ontario Power Authority, Manitoba Hydro, L'Institut de recherche d'Hydro-Québec and the Chartered Professional Accountants of Canada. The Platform also hosted 4 webinars to facilitate the information exchange on topics such as a U.S. utility's response to Hurricane Sandy and new tools available to assess policy adaptability.

NRCan continues to engage with other levels of government, the private sector and professional organizations involved in emergency management in Canada to ensure they have access to accurate hazard information and hazard mitigation knowledge products for effective decision-making. To that effect, a preliminary assessment of the occurrence of submarine slope failures in coastal British Columbia was published with significant uptake. In the Atlantic margin, an assessment of the marine geohazards of Baffin Bay was completed, preliminary results were presented to communities and a more comprehensive analysis is advancing. In addition, four new national-scale hazard maps were delivered by the sub-program: landslide vulnerability, tsunami hazard, volcanic ash hazard, and seismic hazard. The "Landslide risk evaluation, Canadian technical guidelines and best practices related to landslides: a national initiative for loss reduction" was published as a Geological Survey of Canada (GSC) Open File

The guidelines were developed in partnership with the Canadian Geotechnical Society and endorsed for use by their membership. Another high impact product delivered in 2013-14 was new information on the recurrence intervals of submarine landslides in Flemish Pass that could affect oil and gas infrastructure and these results have been shared with regulatory agencies. An evaluation of available tools for earthquake risk assessment was also completed in 2013-14 and those appropriate for the Canadian context were selected and are in the early phases of implementation.
A Geomagnetically Induced Current (GIC) simulator developed by the sub-program highlighted the value of having a comprehensive understanding of the specifications and uniqueness of each electrical distribution system. This learning has been recognized and sub-program experts are now working in partnership with Manitoba Hydro to ensure the details of their electrical distribution system are appropriately considered in its implementation in that jurisdiction. This is expected to result in a strengthening of the electrical distribution system in that jurisdiction, with requests for similar evaluations elsewhere.

Furthermore, Manitoba, New Brunswick, and Québec Emergency Management organizations have applied NRCan-developed tools and methodologies to evaluate flood risk and mitigation options within their jurisdictions.

Sustainable Development and NRCan’s Mandate

Sustainable development is central to the mandate of NRCan and essential to the future of the natural resources sector. NRCan is charged with the federal responsibility for ensuring the sustainable development of Canada’s energy resources, minerals and metals, and forests, and for providing the geographical and geological information base that supports decisions about Canada’s land-based and offshore resources. The Department of Natural Resources Act states that “in exercising the powers and performing the duties and functions assigned to the Minister ... the Minister shall have regard to the sustainable development of Canada’s natural resources and the integrated management thereof.”

The Department is also responsible for negotiating Science and Technology agreements with partners, and addressing market-access questions. It works with a variety of partners - governments, industry, academia, non-government organizations and individual Canadians - to ensure that sustainable development principles are integrated not only here in Canada, but also around the world. The work that NRCan conducts in these areas is captured under strategic outcome 2 (natural resource sectors and consumers are environmentally responsible).

Finally, recognizing linkages with its responsibilities related to regulations and economic development, NRCan supports Responsible Resource Development, the Government of Canada’s plan to create jobs, growth and long-term prosperity for all Canadians. Through this plan, NRCan helps streamline the review process for major resource projects, while strengthening environmental protection and enhancing consultations with Canada’s Aboriginal Peoples in the project review and development process.

During 2013-14, NRCan considered the environmental effects of initiatives subject to the Cabinet Directive on the Environmental Assessment of Policy, Plan and Program Proposals (the Cabinet Directive) and its guidelines as part of the Departmental decision-making processes. The Department utilizes a tri-level process for completing Strategic Environmental Assessments (SEAs), which is outlined on NRCan’s SEA website. Detailed SEAs, the third level of the process, are completed when important positive or negative environmental effects are likely to result from the implementation of a given proposal. For each Detailed SEA conducted, NRCan issues a public statement of environmental effects.
In 2013-14, NRCan achieved its SEA commitments, including:

• Promoted the 2010 requirements of the guidelines supporting the Cabinet Directive by applying the updated SEA process, the Department’s Directive on Environmental Assessment, 2011, and other SEA internal guidance materials.
• Collaborated in the development of SEA tools and guidance with federal partners in an effort to promote the use of SEA, including providing input to the new Canadian Environmental Assessment Agency SEA 101 course.
• Fully complied (100%) with the Cabinet Directive and its guidelines. The rate is based on the number of applicable NRCan-led proposals (Budget, Memoranda to Cabinet, Treasury Board Submission and Regulatory packages) which were subject to NRCan’s SEA process, divided by the number of such proposals.

In addition, the impacts of proposals on FSDS themes, goals and targets were taken into account in each level of SEA. For those proposals subject to NRCan’s SEA process, 43% had no impacts or were not applicable to the FSDS, while 57% of departmental initiatives were found to contribute directly or indirectly to one or more of the four FSDS Themes. Within SEAs, contributions to FSDS Themes, Targets or Goals which were cited most often were: Theme I, Goal 1 "Climate Change, Target 1.1 "Climate Change Mitigation", and Goal 2 "Air Pollution"; Theme II, Maintaining Water Quality and Availability"; and Theme III, "Protecting Nature".
