Under the Explosives Regulations, 2013 changes have been made to eliminate overlap with the Transport of Dangerous Goods Regulations and to recognize other legislations regulating vehicles.  Some of the more significant changes are:

  • Explosives Transportation Permit (ETP) is no longer required for the transport of more than 2000 kilograms of explosives
  • Exemption for consumer quantities of various explosives by UN number, for example:
    • Up to 12 kilograms of black powder
    • Various quantities of other class 1.4 or 1.3
  • Transport on a flatbed with a permit issued for oversize articles
  • No gasoline-powered vehicles for loads over 2000 kilograms
  • Rules for road trains on ice roads
  • Requirements for a tracking/communication system for loads over 2000 kilograms or with more than 1000 detonators
  • Elimination of the 90 km/h maximum speed for vehicles carrying explosives
  • Requirements for permission to operate climate control where the explosives require it
